Travis CI originally created two separated platforms to differentiate between private repos / paid (travis-ci.com) and public repos / free (travis-ci.org).
However, as of May 2018, new users and projects (both private and public) should only use travis-ci.com (see official announcement):
Over the next several months, we’ll be migrating all travis-ci.org repositories and customers to travis-ci.com. Though this will not happen right away, you can go ahead and read more about what to expect in the docs.
As already pointed out in the comments section, migration is currently in beta, but may be triggered manually. So, if you still have repositories on travis-ci.org (see migration guide):

To have any public repository migrated over, it must be first activated on travis-ci.com using GitHub Apps.
Head over to travis-ci.org and in your account page, subscribe to be part of the beta to migrate your Open Source repositories.
Once your account is ready to migrate, you’ll receive a confirmation email.
